Abstract
Adherence to citizen rights, as one of the fundamental pillars of desirable urban governance, plays a decisive role in enhancing the quality of urban services and increasing citizen satisfaction. The objective of the current research is to investigate the impact of adhering to citizen rights on the quality of urban services and public satisfaction, employing a review and library-based approach. This research is practical in its aim and descriptive-analytical in its methodology. It has been conducted using documentary studies, scientific articles, books, official reports, and reputable domestic and foreign sources. Data were collected through note-taking and content analysis of the sources and examined qualitatively. The research findings indicate that adherence to citizen rights, including the right to equal access to services, transparency, accountability, social justice, and respect for human dignity, has a significant impact on improving the quality of urban services. This, in turn, directly leads to increased citizen satisfaction and public trust in urban management. The results of the literature review also suggest that the quality of urban services can act as a mediating factor, strengthening the relationship between adherence to citizen rights and public satisfaction. Based on the findings of this research, systematic attention by urban managers and policymakers to the principles of citizen rights can lead to the enhancement of the efficiency of urban institutions, improvement of citizen interaction with urban management, and an increase in the quality of urban life
