the purpose of this study was to investigate the factors affecting the willingness to use information systems in tabriz municipality disaster management units . due to the vital role of information systems in rapid decision making , inter - sectoral coordination and effective management of critical conditions , identifying the factors affecting the acceptance and use of these systems is of particular importance . the theoretical framework of the research was developed based on فناوری acceptance models and theories related to information quality and user satisfaction . in this regard , the availability of information , timely information and relevance of information as predictive factors , and perceived use , value of expected group value and user satisfaction as mediator variables were considered and their effect on the intention of using information systems was investigated . the research method is descriptive - survey and in terms of objective is applied . the statistical population consisted of employees , experts and managers active in crisis management units of tabriz municipality that were selected by stratified random sampling . the data collection tool was a standard questionnaire based on likert scale . structural equation modeling ( sem ) was used to analyze the data and hypothesis test . the results of analysis showed that accessibility , timeliness and relevance of information have positive and significant effect on perceived application and value of expected group . furthermore , the perceived usefulness and the expected group value directly and indirectly through the users ' satisfaction have a positive impact on the intention of using information systems . furthermore , user satisfaction plays a significant role in improving the willingness to use systems . the fitness indexes also indicated the appropriate fitting of the model to experimental data .
