In recent years, the expansion of information technology has led to fundamental transformations in the methods of public service delivery and management decision-making within urban organizations. One of the most significantly impacted areas by these developments is decision-making related to the outsourcing of cultural and technological services in municipalities. The objective of the current research is to analyze the impact of information technology on decisions concerning the outsourcing of cultural and technological services in the Tabriz Municipality. This research is applied in its purpose and descriptive-survey in its methodology. The statistical population of the study includes managers, experts, and staff involved in information technology, cultural services, and contractual affairs of the Tabriz Municipality, with the sample selected using random sampling. Research data were collected through a researcher-developed questionnaire based on theoretical foundations and previous research. Content validity of the instrument was assessed by expert opinions, and construct validity was examined using confirmatory factor analysis. The reliability of the instrument was confirmed using Cronbach's alpha coefficient. Structural Equation Modeling (SEM) using LISREL software was employed for data analysis and hypothesis testing. The research results indicate that information technology has a significant impact on improving the quality of decisions related to the outsourcing of cultural and technological services. Furthermore, the findings suggest that the effective utilization of information technology can pave the way for more efficient decision-making in the outsourcing process by increasing information transparency, facilitating contractor performance evaluation, and reducing managerial uncertainty. The results of this research can assist urban managers and municipal policymakers in designing information technology-based strategies to enhance the effectiveness of outsourcing cultural and technological services.
