Abstract
This research aims to investigate the impact of information technology human capital on organizational performance, with the mediating roles of innovation, strategic agility, and information technology capabilities within the Tabriz Municipality. In the digital age, IT human capital is considered a strategic asset that plays a decisive role in enhancing the performance of service organizations like municipalities. This study, employing an applied approach and a descriptive-survey research method, collected data through standard questionnaires. Data analysis, conducted using SmartPLS software and the Structural Equation Modeling (SEM) approach, revealed that IT human capital has a positive and significant impact on the organizational performance of the Tabriz Municipality, both directly and by fostering organizational innovation, increasing strategic agility, and improving IT capabilities. The findings suggest that developing specialized human capital in the IT sector can serve as a powerful lever for digital transformation and continuous performance improvement in public organizations.
