Urban crisis management in municipalities

Abstract
With the expansion of urbanization and the increase in population density in cities, the occurrence of natural and human-made crises such as earthquakes, floods, fires, infectious diseases, and social unrest has wider consequences on the lives of citizens and urban infrastructure. In the meantime, municipalities, as local management institutions, play a key role in prevention, preparedness, response, and reconstruction after crises. The aim of this study is to examine the various dimensions of crisis management in municipalities, focusing on the challenges, capacities, and strategies for improving performance in the face of crisis situations. In this regard, while explaining the concepts and theoretical framework of crisis management, the role of the municipality in different stages of crisis management is analyzed and the factors affecting its effectiveness are identified. The results show that promoting inter-organizational coordination, strengthening information technology infrastructure, public education, and developing comprehensive planning are among the basic requirements for improving urban crisis management. This article emphasizes the need to review local management structures and policies so that municipalities can respond more effectively to crises and increase urban resilience.
