Sharing organizational information on a large scale requires information technology infrastructure. The purpose of the study is to investigate the relationship between human, structural, environmental factors, planning capacity, and change capacity with the success of strategic planning of information technology and information systems in the Court of Accounts of Tehran. The research method is applied in terms of purpose and is a survey type, and the statistical population includes experts and auditors of the Court of Accounts of Tehran, more than 300 people. The data collection tool is a questionnaire of factors affecting strategic planning of management information systems, which includes 38 questions and the reliability of this questionnaire was estimated at 82/. The research findings showed that human, structural, environmental factors, planning capacity, and change capacity are effective on the success of strategic planning of information technology and information systems, and based on the findings of the Friedman test, the human factor is of higher importance than other factors from the perspective of the respondents.
