Abstract
Today, employees are considered the most important competitive advantage of organizations, and their knowledge, skills, and capabilities must always be improved. Therefore, the survival of organizations in the competitive arena is dependent on maintaining, developing, and utilizing the capabilities of employees; and today, creativity is known as the secret to survival and the key to the success of individuals and organizations. Rapid global developments in science and technology, industry, management, and in general values and standards have led many successful organizations and companies in the world to direct their goals, tendencies, and interests towards the use of creativity, so the role of creativity and innovation in the organization is undeniable. Human resource functions can affect creativity and innovation. Therefore, the purpose of the present study is to examine the effect of human resource management functions on creativity and innovation in beautifying the city of Tabriz. In terms of the research objective, it is of an applied type, and in terms of the research method, it is descriptive and correlational. The statistical population of the present study consists of all employees of Tabriz Municipality; their number is 2122 people. The sample size was 327 people using Morgan's table and the sampling was of the available type. In the data collection method, the necessary information was obtained using library and documentary methods to compile theoretical foundations and background. To answer the questions, data were collected using the field method and standard questionnaires were used. Validity and reliability tests of these questionnaires were conducted. Data analysis was performed using SPSS software and regression tests. The results of the research showed that human resource management functions have a significant effect on creativity and innovation.
