Good urban governance is one of the aspects of urban management that has recently attracted the attention of Western countries and societies. In fact, for the management and administration of cities, there is no choice but to pave the way for the development of democracy. In this regard, a new form of governance called good urban governance has emerged. Transparency, accountability, participation/inclusion and effectiveness are the components of good governance in public management. Since the results-oriented perspective focuses on results, process-oriented and output-oriented approaches are concerned with how and especially the extent to which governance systems function well. Healthy governance systems require transparency, accountability, respect for human rights and the rule of law, a strong civil society, public participation, a free press, efficiency and social sanctions for violations. Transformational leadership strategically drives social, cultural and governance changes at the grassroots level, i.e. the neighborhood unit (RT). A key indicator of transformational leadership is ideal influence, where local leaders act as role models of integrity, have a clear vision, and inspire as well as motivate all stakeholders, including program executives and the community at RT.
