Considering the expanding role of information systems in improving human resource performance and the importance of employee innovation in improving organizational functions, this study attempts to examine the effect of these systems on key indicators of human resource performance. The statistical population includes employees of the governorate and the data were collected through a standard questionnaire. The structural equation modeling method based on partial least squares (PLS) was used to analyze the data. The results show that the human resource information system has a positive and significant effect on individual innovation capability and human resource management effectiveness. The findings also indicate that affective commitment plays an effective moderating role in the model relationships, such that increasing the level of employee affective commitment strengthens the effect of the human resource information system on individual innovation and human resource management effectiveness. Accordingly, the effective use of human resource information systems, along with consideration of employees' motivational and emotional factors, can provide a suitable basis for promoting individual innovation and improving the functioning of human resource management in the East Azerbaijan Governorate.
