The statistical population consists of the employees of Tabriz Municipality, estimated at 15,000 individuals. Based on Morgan’s table, a sample size of 500 was determined. The questionnaire items were adapted from Shimamura et al. (2021), and the questionnaires were distributed randomly among the employees, resulting in the collection of 500 completed responses.
Data were analyzed using structural equation modeling with SPSS and SmartPLS, applying descriptive and inferential statistical tests. Respondents’ attitudes were measured using a five‑point Likert scale.
