**"Objective: The main objective of this research is to investigate and explain the role of information technology infrastructure flexibility in enhancing the organizational resilience of Tabriz Municipality in the face of emerging urban risks (such as environmental, cyber, and social crises).**

**Methodology: This research is applied in terms of its objective and descriptive-survey in terms of nature and method. The statistical population of the research includes managers, IT experts, and crisis management headquarters officials in the ten districts of Tabriz Municipality. The sample size is determined using Cochran's formula, and data are collected through a standard questionnaire (derived from the IT infrastructure models of "Ward & Turner" and organizational resilience by "McManus"). For data analysis, SPSS software is used at two levels: descriptive statistics (mean and standard deviation) and inferential statistics (Pearson correlation and multiple regression tests).**

**Findings (Anticipated): It is expected that the results of the statistical analysis will show a positive and significant impact of IT flexibility dimensions (including adaptability, connectivity, and modularity) on the municipality's ability to recover quickly and adapt to crisis situations.**

**Conclusion: The findings of this research can help senior managers of Tabriz Municipality to increase the organization's preparedness against unpredictable risks and ensure the continuity of urban service delivery by investing in flexible IT infrastructures."**
