Abstract
In the turbulent and complex environment of public organizations, especially municipalities, the ability to adapt to environmental changes and respond quickly to stakeholder needs has become a fundamental requirement for success and improved performance. In this context, dynamic information technology capabilities, as a strategic resource, can play a significant role in shaping strategic flexibility and ultimately enhancing organizational performance.
The aim of this research is to analyze the role of dynamic information technology capabilities in shaping strategic flexibility and to investigate its performance implications in Tabriz Municipality. This research is applied in purpose and descriptive-survey in nature. The statistical population includes all managers, deputies, heads of departments, senior experts, and employees with decision-making responsibilities or familiarity with information technology and strategic planning processes in Tabriz Municipality.
The required data were collected through a standardized and localized questionnaire. For data analysis, the Partial Least Squares Structural Equation Modeling (PLS-SEM) method and SmartPLS software were used. The validity and reliability of the research instrument were confirmed using indices such as convergent validity, discriminant validity, composite reliability, and Cronbach's alpha.
The findings revealed that dynamic information technology capabilities have a positive and significant impact on strategic flexibility. Strategic flexibility also significantly improves the organizational performance of Tabriz Municipality. Furthermore, the results indicate that strategic flexibility plays an effective mediating role in the relationship between dynamic information technology capabilities and organizational performance.
