Abstract
Effective change management is considered one of the most challenging aspects in the successful execution of urban civil projects, especially in a metropolis like Tabriz, as unwanted or unplanned changes can lead to increased costs, schedule delays, and reduced project output quality. This research was conducted with the aim of identifying, categorizing, and prioritizing the critical success factors in the change management of civil projects within the Tabriz Municipality. The research methodology employed is a combination of literature review and the fuzzy Analytic Hierarchy Process (AHP) multi-criteria decision-making technique. In the first phase, factors influencing change management (including technical, organizational, managerial, and environmental dimensions) were extracted through a review of specialized literature and interviews with experts, and classified into a hierarchical structure. In the second phase, using fuzzy pairwise comparisons among criteria and sub-criteria, the relative weight of each factor was determined by experts (managers, technical specialists, and consultants of the Tabriz Municipality’s civil projects). The results from the fuzzy weighting process identify the key factors that have the most significant impact on facilitating or hindering change management, providing an operational framework for the Tabriz Municipality to focus its resources and managerial attention on the most critical leverage points. Finally, the findings emphasize the critical importance of flexibility in initial planning and transparent communication mechanisms in mitigating the negative effects of changes
