Abstract
In a dynamic and complex urban management environment, effective utilization of the capabilities of information and communication technology (ICT) has become a decisive factor in improving decision-making and organizational performance. This research aims to analyze the role of dynamic ICT capabilities in enhancing managerial decision-making and organizational performance of Tabriz Municipality. The study employs a descriptive-survey and applied research design, with the statistical population including managers and experts in ICT and planning within Tabriz Municipality. Stratified random sampling was used, and data were collected through a researcher-made questionnaire based on the components of dynamic ICT capabilities (sensory capabilities, learning, integration, and reconfiguration), managerial decision-making, and organizational performance. To test the conceptual model and relationships between variables, AMOS software and the Structural Equation Modeling (SEM) method were used. The results indicated that dynamic ICT capabilities have a positive and significant impact on managers' decision-making processes and, through this mediating variable, exert a notable effect on improving Tabriz Municipality's organizational performance.
Based on these findings, strengthening dynamic capabilities in ICT, including organizational learning, system integration, and infrastructure flexibility, can facilitate the development of effective decision-making and increase organizational efficiency in urban management. The study offers practical strategies for policymakers and urban managers to develop a technology-based decision-making system and enhance overall municipal performance.
